Institutional Staffing and Professional Services

The Institute has rationalised its research, administrative, service, and support staff structure across four Research Divisions, a Publishing Division and an Administration Division. The top-level staff for each Division have the most research experience and the best ability to seek out, source, plan, and implement research activities and consultancy projects.

The income generating, management, appraisal, monitoring, and evaluation potential of the senior research staff means that work for the Government and other clients will be at a high, professional, academic level.

In keeping with the Institute’s staff development and training program, many of the more junior research staff acquire practical research experience through on-the-job program training.  Additional research and field work staff at these levels are hired on a short-term, project-by-project basis, which provides them with their research training and experience. The Institute has also introduced a 'cadet' research program for university graduates in line with its capacity building goals.

The Publishing Division incorporates all of the institute’s secretarial and computer inputting tasks, both internally and externally.  The acquisition of external projects is actively pursued as an adjunct to the processing of contracted donor and client works.  The printery staff are fully qualified and external printing is actively solicited.  The importance of the Institute’s unique research library has been recognised, and staff provide services in areas such as information technology, database management, and indexing.

Professional and Consultancy Services

There is growing interest amongst national, provincial, and local-level departments, large organisations, indigenous people, and others who are involved in — or anticipate to be involved in — development projects in Papua New Guinea, to conduct comprehensive economic, educational, political, legal, cultural, social, and environmental impact studies.  Also, there are others who are not certain if their present projects will bear fruit or bring benefits to the people.  This is where the National Research Institute can be an effective Business Team, by acting as a resource to assist in problem-solving tasks, value for money studies, identification of regional, national, provincial, and local-level problems, and other concerns.

NRI has the expertise to provide private and public sector knowledge investors with applied research, policy, planning initiatives and solutions, and monitoring and evaluation services that are conducive to the development of human, social, economic, and business capital in Papua New Guinea.

The Institute has the infrastructure and skilled personnel to inform policy development and planning in Papua New Guinea.  The Institute is currently working with, and also has the support and confidence of, international donors (such as AusAID, the World Bank, the Asian Development Bank, the European Union, and UNDP), national departments, and commercial authorities (such as PNG Power and the Mineral Resource Development Company), provincial governments and local-level governments, and private investors (such as Porgera Joint Venture and Ok Tedi).  NRI will continue to collaborate with all donors and clients in achieving its aims and objects.  It is with the assistance of such partners that NRI can effectively appraise, implement, monitor, and evaluate projects and programs.

NRI has a vested interest in the social and economic development of Papua New Guinea, as have the Institute’s committed professional staff, and the Institute’s Council.

Consultancy expertise

The National Research Institute offers a full range of consultancy services, together with comprehensive research programs, to international agencies, as well as the public and the private sectors in Papua New Guinea. Our expertise lies in applied economic, political, legal, social, educational, cultural, and environmental studies, for all sector levels in Papua New Guinea.

The Institute’s professional staff are available to provide follow-up consultancy monitoring and evaluation services to clients, as well as undertaking future research studies and project and program appraisals.  Our staff are highly qualified professionals with considerable experience in Papua New Guinean working environments, are capable of undertaking a wide range of projects and studies, and can provide the highest possible standards of reports at a competitive rate to our clients.

The Institute offers project management, tracking, monitoring, and evaluation services to all clients, to ensure that projects and programs achieve deadlines, and loans are drawn down and utilised as per their original donor/client agreements.

In addition, the Institute has a network and register of professional contacts with universities and recognised academic institutions in Papua New Guinea and around the world.  We can call upon a wide range of experts to provide specialist services, as and when required.

All consultancies undertaken by NRI provide for the presentation of end-of-study seminars and reports and, if requested, a confidential critique to the client. All project costings will incorporate stipends, per diem charges, management fees, and operational costs in a project budget.  All donors and clients will be given equal project emphasis and will be given the choice of the level of researcher’s expertise.

Recruitment of Consultants

In its own consultancy recruitment, the Institute concentrates on academics, quasi-academics, and independent consultants who are equally as professional as the ‘experts’ from private consultancy firms.  In addition, our personally selected researchers have a moral commitment and conviction in their work - something that is lacking in the typical foreign, ‘tourist’ consultants who, in many cases, already have their development blueprints, and their reports written before they arrive, and simply change the name of the country in the title.

Consultants recruited by the Institute are appointed as Visiting Research Fellows.  However, if a client specifies the involvement of a particular commercial consultancy organisation, the Institute will appoint their employees as research associates, or enter into a formal agreement with the company.  The Institute is also the sole formal research visa issuing authority in Papua New Guinea, for the registration of overseas researchers. Unlike foreign consultancy organisations, the National Research Institute always places high priority on past Papua New Guinean experience as a prime criterion in the selection of consultants.  Because of our widespread academic contacts, we rarely have difficulty in locating such experts.  These persons always have a regard for the welfare of the country, which goes way beyond their contractual obligations.  In the recruitment of consultants, the Institute is not limited by our current in-house experience or traditional research areas.  We can just as readily recruit a road engineer as an agricultural economist or a health planner.

Professional and Publishing Services

The National Research Institute also provides professional academic publishing and editorial services in conjunction with research and consultancy projects, or as freelance services.  A wide range of high quality secretarial, computer inputting and formatting, and stenography services are also available.  The Institute’s unique research library also provides database management, and indexing services for academic researchers.

The Institute has a well-equipped printery and experienced technical staff, and has the capacity to produce high quality reports for any clients.

The end products are also available through the NRI Publications Sales Section. The publications list boasts several hundred titles in the Monograph, Discussion Paper, Special Publications, Educational Research, and Additional Publications Series.  They can all be purchased direct from NRI or through a bookseller.
