A common problem that is faced by governments, policy makers, and administrators is how to select, from a pool of possible development projects, those which justify priority and specific attention.  The projects may be agricultural resettlement schemes, policy submissions, or environmental studies, while the special attention is the checking on their success, or failure, and the impact that they will have on the lives of the nation’s people and their environment.

Solutions to these problems can only be achieved through the conduct of proper research and the formulation of appropriate policies to achieve desired goals.  From a societal perspective, the severity of project failure can be taken as the sum of the expected severities of failure for the affected people.

In order to achieve success and sustainable development, particularly in provincial and local-level government areas, and in Papua New Guinea in general, it has become clear that social, economic, educational, cultural, and environmental considerations must be taken into account as an integrated package.  Therefore, comprehensive empirical research - from socio-feasibility and socioeconomic impact studies to environmental impact assessment - should be undertaken at all stages of the planning process, from project choice to project implementation.

For any organisation to successfully achieve these objectives, it is necessary to build up policy assessment capabilities by utilising the experiences of Papua New Guinea’s own social and natural scientists - people who have a moral commitment to their work, have the welfare of the nation at heart, and can work in partnership with the people.

Through ‘sharing problems’, the National Research Institute can analyse these concerns and find solutions.  Our researchers are available to critically assess problems in order to understand them and find appropriate solutions.  The Institute’s research and consultancy services cover cost-benefit analysis, environmental impact assessment, socio-feasibility and socioeconomic impact studies, project tracking, monitoring and evaluation, law and order, rural development and management programs, and many more areas of policy concern.  The Institute’s available interdisciplinary services are ideal for government agencies, politicians, policy makers, administrators, external donors and agencies, managing directors of private organisations, and others with an interest in development projects in Papua New Guinea.
