The Institute continues to place Papua New Guinean academics in Honours, Masters, and Doctoral courses in recognised overseas universities as an ongoing part of its human resource development program. This program is also aimed at changing attitudes towards staff development within the Institute’s mandate and making it a continuous aspect of personal and professional development for Papua New Guineans, both within and outside the Institute. The program has been carefully planned, taking into account the available resources and the need to maintain divisional research output. Staff development and localisation objectives are to: (a) provide opportunities for the preparation of appropriate national officers who have the potential to increase localisation in the public and private sectors; and (b) provide opportunities for all staff by increasing their capabilities to: · improve their efficiency and competency in carrying out tasks and managing their respective jobs; · continue their personal and professional growth; · learn new skills, and develop existing knowledge and skills to cater for the changing needs of the Institute; and · improve efficiency for better management and economic utilisation of the Institute’s resources. The majority of staff training needs are determined through job performance appraisals and divisional reports, and include: · identification of the training needs or requirements of the officer concerned; · confirmation of the identified training needs of the particular officer by his or her supervisor; · consideration as to whether the objectives and outcomes of the training fit the knowledge, skills, and attitudes that are required by the particular officer; · identification of the availability of the detailed course content, the training institution, experience, entrance requirements, study and training information, and assessing the person concerned, and the nation; and · identification of possible sources of scholarship assistance. The Institute’s primary objectives are to train Papua New Guineans to become qualified researchers, and to train support staff to be qualified administrators, and technical and clerical staff. The Institute’s ongoing and planning staff development priorities are undertaken through the following types of training:
