Functions and Focus

 

The Administration Division’s primary functions are to:

  • manage the overall administration of the Institute’s finance;

  • monitor personnel matters;

  • maintain the grounds, buildings, properties, and equipment;

  • administer externally-funded research projects; and

  • oversee the Institute’s staff development program in conjunction with the respective divisions

The Division is the support agent for the delivery of services to the Research Divisions and their programs and projects.

The respective sections comprising Finance, Administration, and Grounds and Buildings carry out and are responsible for their own specialties inside the division.  All administrative policies and programs are routinised, with programs covering the following areas:

·         personnel matters (structure, and so on)

·         personnel and training

·         committees of the NRI Council

·         office organisation (financial administration, systems, and procedures)

·         capital equipment and properties (asset registers), and

·         schemes and programs (home ownership scheme).

The division is also responsible for staff development and training in order to ensure that the Institute has the appropriate number of people who are capable of effectively and efficiently completing the tasks that will help it achieve its overall objectives.

One of the Institute’s aims is to identify and train Papua New Guineans, who have excellent academic achievements from national/provincial universities such as the University of Papua New Guinea, in order to localise research and management positions within the public and private sectors.

Initially, the staff development and training program is aimed at changing attitudes towards staff development within the Institute’s mandate and making it a continuous aspect of personal and professional development for Papua New Guineans, both within and outside the Institute.

      Specific areas of administrative priority are:

·         planning and development of the Institute policies and guidelines

·         planning and implementing the building of new facilities (PNG Incentive-fund)

·         services; and

·         staff development and training priorities.
