The National Research Institute’s major areas of research and consultancy are in  the economic, educational, political, legal, social, cultural, environmental, publishing and editorial fields.  The Institute is continually expanding its areas of coverage and interest, as well as adding further academic consultants to its register of preferred researchers.

Agricultural Studies      

  • A Review of Smallholder Data Sources in Papua New Guinea which Are Relevant to the Export Tree Crops Sector [Australian  Centre for International Agricultural Research (ACIAR); and Department of Agriculture and Livestock].

  • Tree Crop Sector Policies and Options:  A study of the policies and options that are available to the various tree crop sectors in relation to price stabilisation, short-term price support, future downstream processing, input subsidies, tariffs and taxes, rural infrastructure, freight subsidies, gender relations, and rural wages [Australian Centre for International Agricultural Research (ACIAR); and University of New England].

  • Alcohol Use and Abuse in Papua New Guinea [Department of Justice; and World Health Organisation].

  • Spak Brus’ in Papua New Guinea:  A marijuana study in the Highlands, and Morobe Province.  The use and abuse of marijuana  in Papua New Guinea, its social and economic effects, and the adequacy of existing controlling legislation [National Bureau of Narcotics; and the Foundation for Law, Order and Justice].

  • How Far under the Influence:  Alcohol and Violence:  A study to establish whether alcohol consumption is a cause of violence and disorder in the Highlands Region [Highlands Regional Secretariat].

Anthropological Studies 

  • Research in Melanesia:  An annual journal of applied anthropology which contains submitted articles from various scholars who have researched different issues concerning Papua New Guinea [University of Papua New Guinea; and the National Research Institute].

Constitutional Studies

  • Constitutional and Electoral Reform:  A review commissioned by the Prime Minister’s Department to identify the major priorities for constitutional and electoral reform in order to make the national political process more responsive to the wishes and interests of the people [Department of the Prime Minister].

Credit

  • Investment Corporation Study:  A review of the functions and operations of the Investment Corporation of Papua New Guinea [Department of Finance].

  • Agricultural Credit and Rural Savings Study:  A review of credit and savings schemes in Papua New Guinea, with an analysis of their performances, and recommendations for improvements, together with a study of informal systems, identifying their relevance for the formal system [Asian Development Bank].

  • An Alternative Financial Institution for Manus:  The feasibility of setting up a provincial bank to provide the best possible ways of serving the credit and savings needs of the people, with an outline of implementation arrangements [Manus Provincial Government].

  • Micro-Enterprise Credit:  The preparation of a project document to trial a new approach to the diversity of credit to micro-enterprises through a non-governmental organisation, with UNDP assistance [United Nations Development Programme].

  • North Simbu Rurual Development Project:  An Appraisal:  A review of rural savings and credit proposals in the International  Fund for Agricultural Development.  A report of the NSRDP, with particular attention to mobilisation of rural savings, delivery of rural credit, and informal credit mechanism development [International Fund for Agricultural Development (IFAD)].

Decentralisation

  • A Review of the Financial Provisions of the Organic Law on Provincial Government in Papua New Guinea [Department of Finance and Planning].

  • Decentralisation and Development Policy in Papua New Guinea:  An investigation of the impact of decentralisation on the planning process, particularly with respect to financing arrangements for provincial governments [Department of Finance and Planning].

  • Reform of Financial Arrangements for Provincial Governments in Papua New Guinea:  An analysis of existing provisions of the Organic Law on Provincial Government and preparation of amendments to the funding arrangements [Department of Finance and Planning].

  • Funding of Local Urban Governments in Papua New Guinea.  An investigation of problems of urban infrastructure and financial demands on local urban governments [Institute of National Affairs].

  • Scope of Autonomy for Provincial Governments in Papua New Guinea.  An investigation of alternative forms of decentralisation and relationship with Bougainville, and the preparation of a report for national government negotiators [Department of Finance and Planning; and Department of Provincial Affairs].

  • Papua New Guinea:  A 20/20 Vision:  Conference papers presented by policy makers, government officials, and representatives of the business community on the strengths, weaknesses and achievements of the Papua New Guinean economy, identifying structural problems, and evaluating policy directions, trends and impacts [The National Centre for Development Studies; AusAID; and the National Research Institute].

  • Impact Assessment of Partial Investment Liberalisation and Price Decontrol.  This study investigated the possible implications of investment and price deregulation on the economy [The World Bank].

  • High School Education for All:  Education in Manus in the Papua New Guinea Context [Hanns Seidel Foundation; and Manus Provincial Government].

  • Education Standards in Western Province:  Improving Education in Western Province [Fly River Provincial Government].

  • Radio Science Pilot Project:  A trial for teaching science in community schools [United States Agency International Development (USAID)].

  • Poverty and Education:  The Quality of Education:  This study presented five case studies of community schools in Central (NCD), Madang, Simbu, Milne Bay, and East New Britain Provinces and covered past and current educational trends and social and economic aspects of the various communities [The World Bank].

  • Tokples Priskuls in Papua New Guinea:  This study analysed the implications of Tokples Priskuls in East New Britain and Western Highlands Provinces, on elementary education [UNICEF].

  • The Effects of Multi-Grade Teaching:  This study analysed the implications of multi-grade teaching situations in community schools, on student learning [AusAID].

  • Education Project [Japan International Cooperation Agency (JICA)].

  • Shift Teaching Evaluation Project:  This study evaluated the work value of members of the teaching service in Papua New Guinea in relation to current teaching practices and the introduction of shift teaching [Papua New Guinea Teachers’ Association].

  • Shift Teaching Evaluation in East New Britain:  This study evaluated the advantages and disadvantages of shift teaching in Kokopo High School [East New Britain Provincial Government].

  • Shift Teaching Evaluation and Community Development:  A study of the social development of skills by Papua New Guinea youths, through W. D. Scott International [Asia Development Bank].

Electoral Studies

  • A Study of the Electoral Process in Papua New Guinean:  Production of a detailed handbook of the Papua New Guinea electoral system with suggested options for reform [Electoral Commission of Papua New Guinea].

  • An Assessment of the Electoral System:  Efforts to Improve Electioneering in Papua New Guinea:  A series of three election monitoring and evaluation studies were carried out:

    • Gazelle Open By-Election, which investigated three innovations — an ID system, one-day polling, and more than one counting centre.

    • Kuni By-Election, which investigated the inadequacies of the common roll and calls for interagency cooperation in collecting and recording data.

    • Cloudy Bay By-Election, which investigated the possibility of a challenge being lodged with the Supreme Court on the grounds of infringement of voters’ rights with regard to the abolition of the sectoral vote provision under the Organic Law on National Elections.

Most of its recommendations have being passed as legislation by the National Parliament [Electoral Commission of Papua New Guinea]

 

Environmental Impact

  • Lakekamu Alluvial Benchline Goldmine Impact Study [Department of Minerals and Energy]. 

  • Bonua-Magarida Timber Social Impact Study:  A report on logging in Central Province [Rimbunan Hijau Logging Co. Pty Ltd].

  • Social Impact Studies on Hanuabada Drainage and Sewerage, Hanuabada Village, Port Moresby:  A study commissioned to produce and confirm the engineering designs for the proposed drainage of  Hanuabada Village [Motu-Koita Interim Assembly].

  • UNCED ’92:  A conference report on current environmental issues affecting Papua New Guinea [Department of the Prime Minister].

  • ESCAP Environmental Project [ESCAP].

  • People, Land Management and Environmental Change (PLEC) Project:  This study entails substantial field work throughout Papua New Guinea, as part of an international study of communities, land use and management, and the resultant effects on the environment [United Nations University, Tokyo].

Fisheries

  • Sociological Study of the Major Baitfishing Areas of Papua New Guinea:  Past dissatisfaction by the local people at the way baitfishing royalties were distributed led to the disruption of tuna fishing, which is dependent on a regular fresh supply of live bait.  This project examined traditional marine rights in the New Guinea Islands and recommended payment methods [Department of Fisheries].

Foreign Aid

  • United Nations Development Program — Fourth Country Program:  A review of the Fourth Country Program for Papua New Guinea with recommendations for improvement, as well as all UNDP aid projects for agriculture, industries, and services [United Nations Development Programme (UNDP)].

Forestry

  • National Forest Plan Seminar:  The Institute was commissioned to organise this seminar and publish a report on its finds [Department of Forests].

  • Policy that Works for Forests and People:  This is part of a study of six countries aimed at developing a better understanding of the forces at play in contests over policy, the processes that make an manage good policies, the winners and losers, and the factors that affect policy outcomes.  The first reports were “The Political Economy of Forest Management in Papua New Guinea”, and “Loggers, Donors, and Resource Owners”.  There are another four reports to be prepared [International Institute for Environment and Development IIED].

  • Gender Equity and Forest Conservation:  The study of gender equity and forest conservation, and increased female participation in household contributions [Gesellschaft Fuer Technische Zusammenarbeit (GTZ)].

  • Vanimo Tropical Forest Project:  A continuing study of the Vanimo Forest Project with particular reference to socioeconomic and sociocultural impacts on the local groups and landowners [Avenir Peuples Forest Tropicales (APFT); and the University of Kent at Cantebury].

  • Participatory Land Use Planning for Forest and Agricultural Resources in Papua New Guinea:  A study of aspects of planning in relation to the use of land for forestry activities and agricultural development [The Australian National University; and Australian Centre for International Agricultural Research (ACIAR)].

Governance

  • Government Structure of Departments:  The study analysed the structure of all government departments and provided comparisons of overall internal departmental linkages [JICA].

Intellectual, Biological, and Cultural Property Rights

  • Intellectual, Biological, and Cultural Property Rights:  This seminar presented aspects of property rights from all areas of potential ownership – the sciences, the arts, technology, and so on [Conservation Melanesia; the National Museum, and the National Research Institute]. 

Land Tenure and Land Use

  • Land Tenure for Rubber Development:  Research was carried out in selected provinces to find out whether customary landowners would be willing to offer their land for nucleus and smallholder rubber development [Asian Development Bank (ADB)].

  • Rapid Rural Appraisal Study:  This study examined the situation, problems, and environment of farmers in the Lae District, Morobe Province.  The study was carried out to discover whether rapid rural appraisal surveys are a useful tool for locating problem areas for further research [Department of Agriculture and Livestock].

  • Simbu Land Use Project (SLUP):  An evaluation of land-use research with SLUP [National Planning Office].

  • Land Use and Population in the Southern Highlands Rural Development Project [World Bank; and Department of Finance].

  • Land Evaluation for the Pomio District:  A land evaluation study for feasibility of cardamom and cocoa projects [Department of Agriculture and Livestock].

  • People, Land Management, and Environmental Change (PLEC) Project:  This study entails substantial field work throughout Papua New Guinea, as part of an international study of communities, land use and management, and the resultant effects on the environment [United Nations University, Tokyo].

Law and Order

  • Law and Order Project:  A joint study of law and order in Papua New Guinea [Institute of National Affairs].

  • Crime Survey in Port Moresby and Lae:  A survey to find out how people fall victims to crime, and the measures that local communities take to deal with law and order problems in their neighbourhoods [Foundation for Law, Order and Justice].

  • Law and Order and the Justice System:  A seminar address to the Royal Papua New Guinea Constabulary from NRI research data [AusAID].

Medical Anthropology

  • Family Health Evaluation Project:  Evaluating the delivery of maternal and child health and family planning services throughout Papua New Guinea, with special attention to Gulf, East Sepik, West Sepik, Eastern Highlands, and East New Britain Provinces [National Planning Office].

  • The Situation of Children:  The study describes the conditions for children in Papua New Guinea, using existing but largely unpublished data concerning health, education, and social welfare.  Assembled information about policies for children is presented in a useable format [United Nations International Children’s Emergency Fund].

  • Mapping MCH Coverage:  This study assembled data on maternal and child health services during the period of decentralisation when there was no epidemiologist summarising these data in the Department of Health [United Nations International Children’s Emergency Fund].

  • Traditional Birth Attendants Project:  This study surveyed field workers who had done previous field work in rural Papua New Guinea and compiled their responses to a questionnaire on traditional childbirth practices.  The ensuing report made recommendations that are appropriate to Papua New Guinea, concerning the training of traditional birth attendants in the light of these findings [United Nations International Children’s Emergency Fund].

Mining and Petroleum

  • Porgera Township Feasibility Study:  This study analysed the possibility of developing a permanent Porgera township and made policy recommendations [Mineral Resources Development Company (MRDC)].

  • The Porgera Fly-in-Fly-Out Feasibility Project:  This study analysed the advantages and disadvantages of the fly-in-fly-out arrangements and the development of a permanent Porgera township.  Recommendations for possible alternatives were put forward [Porgera Development Authority].

  • Porgera Social Monitoring Program:  This study analysed the social impact of the Porgera mine on the landowners and local communities that were affected by this resource development [Porgera Joint Venture (Placer PNG)].

Monitoring and Evaluation

  • An External Monitoring and Evaluation Design for the Southern Highlands Rural Development Project:  The Institute was commissioned to produce a design for the external monitoring and evaluation of all components of this integrated rural development project in Southern Highlands Province [World Bank].

  • External Evaluation of the Southern Highlands Development Project, First Round:  Evaluation of the progress and achievements of the project in implementation of its aims [World Bank and Department of Finance].

  • Simbu Land Use Project:  An evaluation of land-use research within SLUP [National Planning Office].

  • External Evaluation of the Southern Highlands Development Project, Second Round:  Evaluated health projects of the SHRDP [World Bank; and National Planning Office].

  • Enga Rural Development Project:  External evaluation of all the components of the project [Enga Provincial Government].

  • Mid-Term Evaluation of Enga Yaaka Lasemana;  This study evaluated the human welfare aspects of the World Bank-funded integrated rural development project, and largely concentrated on capital expenditures for health and education facilities [World Bank; and National Planning Office].

  • Studies to Evaluate the Impact of Agricultural Credit on Coffee, Cocoa, and Oil-Palm Growers in Western, East New Britain and Oro Provinces:  This study evaluated the impact of loans made available through the World Bank funds to coffee, cocoa, and oil-palm growers on plantations, 20-hectare blocks, and smallholdings, and determining a monitoring system for individual projects [Agriculture Bank of PNG].

  • Integrated Rural Development Programs in Papua New Guinea:  External Aid and Provincial Development Planning [Department of Finance and Planning].

  • Evaluation of Selected JICA Projects in Papua New Guinea.  The projects were Japanese Language at Sogeri National High School; Improvement of Broadcasting Stations; Provision of Medical Equipment and Supplies; the Forest Research Institute, Lae; Fire Service Improvement; and the Redevelopment of Port Moresby General Hospital [Japanese International Cooperation Agency].

  • Project Benefit Monitoring Study:  The CRAD Project:  This study compared and evaluated the funding of the project against the socioeconomic parameters and indicators established by the benchline study [Department of Agriculture and Livestock].

  • Social Effects of Structural Adjustment in Papua New Guinea:  This was an evaluation of the World Bank’s Structural Adjustment Program and its social effects on the Papua New Guinean People [Economic and Social Commission for Asia and Pacific (ESCAP)].

  • Sandaun Rural Development Project:  This study entailed a Completion and Summary Report [Department of Finance and Planning].

Non-Formal Education

  • Review of Non-Formal Education in Papua New Guinea [National Department of Education].

Plantations

  • Operations of Localised Plantations in Manus:  An examination of the reasons for failure of localised copra plantation in Manus [Manus Provincial Government].

  • Plantation Labour in Papua New Guinea:  A study of the working conditions for plantation labour [International Labour Organisation].

Population and Migration

  • Mortality in Papua New Guinea:  A study of the trends and differentials in mortality, in the population of Papua New Guinea [ESCAP].

  • Family and Fertility in Port Moresby:  A city-wide survey of the knowledge, attitudes and practices of family planning in Port Moresby [Department of Environment and Conservation].

  • The Survey under Difficult Conditions:  Population Data Collection and Analysis in Papua New Guinea [National Statistical Office].

  • Border Population Study of Western Province:  A study to find out whether cross-border ties and migration are significantly linked [Department of Foreign Affairs].

Resettlement Schemes

  • Benchline Study of the Cape Rodney Agricultural Development Project:  Identification and setting up of social and economic parameters and indicators to rate the success or failure of the project for future evaluation studies on the life of the project [Department of Agriculture and Livestock].

  • Cape Rodney Rubber Project:  Monitoring and evaluation of farmers’ performance on the scheme and the participation rate of landowners in the scheme [Department of Agriculture and Livestock].

Rural Development Programs

  • Social Impact of the East Sepik Rural Development Project [East Sepik Provincial Government].

  • Pomio-Bainings, East New Britain:  Background information on the people’s demand for greater autonomy, prepared for Department of Finance which commissioned a development program for the area [Department of Finance].

  • Land Use and Population in the Southern Highlands Rural Development Project [World Bank; and Department of Finance].

  • Arona Valley, (outside Kainantu) Eastern Highlands:  The study required the production of a development plan — including service and income producing components — for the two peoples who were losing traditional lands through the creation of the Yonki Dam [Elcom].

  • Planned Agricultural Development Project:   A study of the most disadvantaged groups in agricultural development in Papua New Guinea [Asian and Pacific Development Cooperation (APDC), Kuala Lumpur].

  • Sirinimu Valley, (outside Port Moresby) Central Province:  Because of threats to the dam and nearby generating and transmitting installations, from the local people who were frustrated by the lack of development of their areas, Elcom commissioned a study of the complaints and the needs of the people together with a presentation of options for a general development program for the valley [Elcom].

  • Telefomin and Oksapmin, West Sepik:  A study to identify options for the establishment of a district development program utilising the K1 million annual income which was derived from the agreement plan signed between the national government and Ok Tedi Mining Ltd [West Sepik Provincial Government].

  • Resource Rent Use Project:  A study of the use of royalties and income by the landowner groups in the major resource development project areas [Mineral Resources Development Company (MRDC)].

Rural Electrification

  • Rural Electrification in Papua New Guinea — Village Studies:  A component in a larger study of the commercial feasibility of extending the grid in rural Papua New Guinea, including the appraisal of different ways of wiring village houses, whether of traditional or modern materials, and of villagers’ power requirements [Beca Worley International (NZ); and Elcom].

  • Rural Electrification Project:  This study identified four different villages in Papua New Guinea and analysed the implications, advantages, and disadvantages of supplying electricity to those areas [Papua New Guinea Electricity Commission (Elcom)].

Sago

  • Long-Term Ethnographic Research in Upper Sepik:  Field research into the culture and language of the Saniyo-Hiyewe with special attention to subsistence ecology of sago use, social organisation, demography, and social and cultural change [US National Science Foundation, and US National Institute of Mental Health, personal fund].

Sociological Studies

Socioeconomic Feasibility Studies

  • Feasibility Study for the Establishment of Beef Cattle Ranches in Papua New Guinea:  This was part of a larger feasibility project involving economists and beef cattle experts from W. Atkins (UK) looking at the possibility of establishing beef cattle ranches in different areas of Papua New Guinea.  A special consideration was the type and size of ranch unit to be established [European Economic Community (EEC); and Department of Primary Industry].

  • Bismarck-Ramu Integrated Conservation and Development Social Feasibility Study:  A full study of the socioeconomic and sociocultural make-up of the Bismarck-Ramu areas which details clan affiliations, changing social patterns, and changing ways of life in the light of the imminent nickel-cobalt project development [United Nations Development Program].

  • Porgera Township Feasibility Study: This study analysed the possibility of developing a permanent Porgera township and made policy recommendations [Mineral Resources Development Company (MRDC)].

  • The Porgera Fly-In-Fly-Out Feasibility Project:  This study analysed the advantages and disadvantages of the fly-in-fly-out arrangements and the development of a permanent Porgera township.  Recommendations for possible alternatives were put forward [Porgera Development Authority].

Socioeconomic Impact Studies

  • Social Impact of the East Sepik Rural Development Project [East Sepik Provincial government].

  • Social Impact Study of an Oil Palm Project in Milne Bay:  An anthropological survey of the project area on land tenure, social organisation, and local opinions concerning the project [National Planning Office].

  • Socioeconomic Impact of the Yonki Dam:  A social impact study of the creation of the Yonki Dam in the Arona Valley was part of the requirements for the feasibility determination under the terms of the Environmental Planning Act 1978.  The impact study was also seen by Elcom as a necessary precursor to a further study for devising a development program for the people of Arona Valley [Elcom].

  • Socioeconomic Impact Study of a Goldmine at Wapolu:  An anthropological survey of villages on north Ferguson Island preceded a report of modern infrastructure in the area and a study of the mining camp and its relations with local people.  The study also investigated a local ‘sacred’ site and the clay sources of the Amphlett Islands pottery trade [Department of Mineral and Energy].

  • Socioeconomic Impact of Rural Credit for Coffee, Cocoa, and Oil Palm Growers:  A study to evaluate the impact of loans made available through World Bank funds to coffee, cocoa, and oil palm growers, including plantations, 20-hectare blocks, and smallholders; appraise the effects of differential interest rates; and devise a monitoring system for projects to which loans have been made [Agriculture Bank of Papua New Guinea].

  • Social Impact Study of a Power Transmission Line from the Markham Valley to Hidden Valley:  This study assessed and evaluated both positive and negative aspects of power transmission from the Markham Valley to Hidden Valley [Niugini Mining].

  • Impact Study of the Magi Highway:  A study of the road from Magarida to the Saraga area [Department of Transport].

  • Social Impact Review of Resource Developments in Papua New Guinea:  A review of the impacts and operations of the major mining and petroleum projects in PNG at Misima, Porgera, Ok Tedi, Lihir, and Kutubu [Mineral Resources Development Company (MRDC)].

  • Vanimo Tropical Forest Project:  A continuation of the Vanimo Forest Project, with particular reference to socioeconomic and sociocultural impacts on the local groups and landowners [Avenir Peuples Forest Tropicales (APFT); and the University of Kent at Canterbury].

  • Porgera Social Monitoring Program:  This study analysed the social impact of the Porgera mine on the landowners and local communities that were affected by this resource development [Porgera Joint Venture (Placer PNG)].

Tourism

  • Queen Emma:  A reconstruction of the life of Queen Emma for use in tourism development in East New Britain [Tourism Council of the South Pacific (TCSP)].

Volunteer Programs

  • The Role of the Expatriate Volunteer in Village Development in Papua New Guinea:  An examination of the implications of the presence of expatriate volunteers for village society and organisation, and how these feed back into the role of the volunteer and into the volunteer concept [Manus Provincial Government].

  • Canadian University Overseas Volunteer Programme:  An Assessment of the impact of Canadian University Service Overseas Programmes in Papua New Guinea, Solomon Islands, and Vanuatu [Canadian University Services Overseas (CUSO)].

  • BEST Evaluation [Canadian University Services Overseas (CUSO)].

  • United Nations Volunteers Projects:  This was a pre-evaluation study, collecting basic information on the projects and interviewing the volunteers’ and beneficiary institutions.  A survey was carried out to obtain the volunteers’ own view on the usefulness of the projects to Papua New Guinea, and to elicit their recommendations for improvements in future United Nations Volunteer assistance to Papua New Guinea [United Nations Development Programme (UNDP)].

Women and Development

  • Production of the National Women’s Training Packages:  A women’s training package prepared for the Department of Home Affairs and Youth [Department of Home Affairs and Youth].

  • Gender Equity and Forest Conservation:  This study of gender equity and forest conservation was carried out in the Ihu area of Gulf Province.  It researched the impact of such activities on increased female participation in household contributions [Gesellschaft Fuer Technische Zusammanerbeit (GTZ)].

  • Sexual Violence in Papua New Guinea [British High Commission].

  • Situation Analysis of Children and Women in Papua New Guinea:  A study of the status of children and women in Papua New Guinean society, with reference to their problems and suggestions for improving the situation (UNICEF)]

  • Impact of Globalisation on Gender in Papua New Guinea:  A study of the status of women in Papua New Guinea, under the impact of WTO agreements for the globalisation of trade (UNDP: UNIFEM)].

Youth

  • Development of Community Youth Coordinators:  350 Community Youth Coordinators (CYCs) are the interface between the organisation of Papua New Guinea’s National Youth Movement and its 10 000 registered youths groups (with 400 000 members) scattered throughout the country.  The study provides CYCs with the direction, supervision, skills, and motivation that they need as agents of change to provide the energy for the mobilisation of the Youth Movement [Department of Home Affairs and Youth].

  • Lae Urban Youth Survey:  A study of the implications, and making policy recommendations to National Parliament [PNG Ministerial Law and Order Committee].

  • Skills Development in Papua New Guinea:  A study of the trends in the development of skills by Papua New Guinean youths, through W.D. Scott International [Asian Development Bank].
