2011 marks the first year of implementing the new NRI restructure. The previous research divisions of economics, education, social and environmental studies and political and legal studies have been disbanded. Instead, the NRI will now organize and host research programs focused on specific policy issues. The research programs have been structured into three thematic pillars - People Pillar, Wealth Creation Pillar and the Institutional Strengthening Pillar.

NRI's research designs have been influenced by the PNG Vision 2050, the Medium Term Development Plans, and the PNG Development Strategic Plan. The Institute will develp a new Corporate Plan 2012-2016, later this year to identify and align policy research issues consistent with the National Development Vision and Objectives.

The NRI also offers opportunities for external collaboration across its research programs. These include:
