In 2006, the NRI and the Asian Development Bank (ADB) agreed to develop a Behavioral Surveillance unit within the Social and Environmental Division. A Behavioral Specialist was also seconded from the ADB to support this initiative.
In April 2008, the NRI signed an MOA with the National Department of Health (NDoH) to conduct behavioral research with populations more at risk of contracting HIV. The project strengthens the collection and dissemination of behavioral data to promote evidence-informed HIV policy, planning and programs. This research supports the National HIV Surveillance Plan 2007-2010 and the HIV Collection, Analysis and Dissemination aspect of HIV Socio-Behavioural Research theme, as outlined in the NRI corporate plan.
The prioritized targets for the Behavioral Surveillance Survey in 2008 were Oil Search Limited and W.R. Carpenters' workforces, and high risk youth in Vanimo. The team also supported Behavioral Surveillance Survey collection with Sexually Transmitted Infection clients and Anti-Natal Clinic mothers during the NDoH annual sentinel surveillance. These reports are available below. Prioritized targets for the Behavioral Surveillance Survey in 2009 include women who exchange sex, dock workers, truck drivers and plantation workforces. A mapping of hotspots along the Highlands highway will also be conducted.
